Risk and crisis management oil refinery complex

Oil RefineryWILLEMSTAD - The control of compliance with the provisions of the agreement between property-owner and tenant (PDVSA) is a responsibility of Refineria di Kòrsou (RdK) or the Curaçao Oil Refinery.

Maintenance and safety aspects relating to the refinery also fall under this agreement. RdK established on the basis of the conclusions of an investigation that they had instituted, among other things due to the fire in May last year in the CD3, that the current tenant (PDVSA) did not comply with the maintenance obligations on the Isla (refinery) site.

The conclusions from the aforementioned report gave rise to a closer examination of the safety policy of the total complex, as a possible consequence of a shortcoming safety policy is that the safety in the field, including that of employees, contractors and local residents is no longer guaranteed.

For this reason, the board of RdK found it advisable to ask for attention from the responsible minister, the minister of General Affairs Eugene Rhuggenaath.

On the advice of the Minister of General Affairs, RdK contacted Lesley Fer of the Risk Management and Disaster Management Department (DRR) of the Ministry of General Affairs.

DRR was instructed by RdK under the management of director Lesley Fer to start an investigation into the safety obligations of the tenant of the refinery. The study also includes other aspects that influence the integral safety policy such as maintenance, management and coordination.

The details of this assignment - including a plan of action and a program of requirements - to carry out this research are currently being discussed. A risk analysis is made by DRR which serves as input for the safety analysis to be conducted.

With the help of 2 international experts in the field of industrial safety, an assessment will soon be made of the current situation with regard to maintenance and safety, so that measures can be taken as quickly as possible.

The analysis will start as soon as possible. The intention is to submit the report to the Minister of General Affairs within a few weeks after completion. In the month of December, RdK expects to be able to give the assignment to the chosen independent external party with the necessary expertise to be able to put things back in order in the Isla area within a very short period of time.
