UTSA strategy is a plan of action to achieve a set of objectives. Although the term reminds us of warfare, we can also consider business a type of war, as the failure to have a strategy in place might lead to the loss of jobs or the closure of a business. Strategies are kept close to the chest, but by analyzing an organization’s movements, the strategy can be read. In addition, there is enough published information to reconstruct the strategy of organizations. To illustrate, the strategy used by telecommunication company UTS is based on technological changes and the strategy of their competitors. The core of their strategy is cost reduction by reducing the cost of personal. Thus, it is important to find out what the other elements of the strategy are, because cost-cutting is not enough to succeed.

It is not only about having a strategy but rather about the execution of the strategy. It seems like is not easy for UTS to execute because the union resists. Why? And what can UTS do about it?
