80/20 arrangement seems unfeasible
WILLEMSTAD - The 80/20 arrangement will very likely not make it. Even if Governor Lucille George-Wout approves the National Ordinance on this bill, then it would almost certainly be destroyed by Royal Decree.
According to a confidential note, which is in the hands of the Dutch newspaper Antilliaans Dagblad (AD), the arrangement, obligates companies to have 80% of their positions filled by local employees. This is a proposal from the ruling party Pueblo Soberano and it’s actually one of their most important campaign promises. The party has already submitted this bill proposal to the Parliament during the Cabinet Schotte for approval.
The Advisory Council (RvA) had judged in that year and the following year that the arrangement is not a good one. The RvA indicates that the arrangement discriminates and that the proposed law violates the principle of equality.
The note that’s in the AD’s hands was discussed in the Council of Ministers last week; The Ministers decided not to take the law to the governor for her signature as mandated by law. This means a premature death of the 80/20 arrangement.
