Government gives RdK one month for action plan Multidisciplinary Project Team

Refineria di KorsouWILLEMSTAD - The Council of Ministers recently made some important decisions relating to the integration of the Multidisciplinary Project Team (MDPT) in charge of the modernization of the refinery of Curaçao. The MDPT must become part of the structure of the public company Refineria di Korsou (RdK), (Curaçao Refinery). The Council of Ministers stipulated some basic conditions to ensure a fruitful and effective development in the search of a new strategic partner for the refinery of Curaçao. The basic idea and principal objective of this endeavor are to safeguard the future of the refinery. The government will also continue working on a fallback position and made the decision to construct an LNG plant at Bullen Bay.

RdK, in accordance with the decision of the Council of Ministers, gets one month the time to present a plan of action which should include detailed trajectory of the project, necessary expertise, responsibility of the manager in charge of the project including the financial aspects, budget, stipulation of what is confidential, RdK’s responsibilities (both management and Supervisory Board) and the finalization of the project. The allocated budget and funds must comply with the guidelines and procedures stipulated by RdK. Once the plan of action is ready then MDPT can be dismissed. The Minister of General Affairs (Prime Minister) periodically must give a progress report to the Council of Ministers of the work that is being done to realize this project.

It is also good to note that the Government’s Accountants Bureau (SOAB) is auditing the financial numbers of 2017 that has not been investigated yet. Once the process of the modernization of the refinery is integrated into RdK, SOAB will be in charge of presenting a financial report every six months. The report should indicate the effectiveness and efficiency of the project related to the use of public funds.

Communication is very important in this trajectory. The Council of Ministers made the decision that RdK will present a communication plan which involves all stakeholders but especially the media which keeps the public informed. This should take place on a structural base.
