VMSC backs construction of NHN on Sehos premises

WILLEMSTAD – The construction of Nos Hospital Nobo (NHN) on the current location of the St. Elisabeth Hospital (Sehos) is the most realistic and feasible possibility, according to the Association of Medical Specialists Curaçao (VMSC). The association backs the board of directors of the hospital with its recent announcement to fulfill a puller’s role for the construction in phases of a new hospital in Otrobanda. The VMSC wrote this in a letter to the Minister of Health, Ben Whiteman. The association views the existing hospital organization as the most appropriate to carry out the project. With every new phase of the project patients can be moved immediately to the new parts. This approach in phases increased the feasibility of the financing considerably and the physical integration of the medical specialists in a new outpatients’ clinic can be realized in an early phase of the entire process, thus laying the foundations of an Integrated Medical Specialist Company (GMSB), the VMSC wrote in the letter.

According to the association, the government is to create conditions and be facilitative so that the various parties involved can arrange for a correct designing and implementation of the project. For instance, Sehos is to adjust and expand its management in view of the project’s complexity. According to the VMSC, the management should be expanded with one person, who, on behalf of Sehos, is to be in charge of the organization for the construction project. In the opinion of the VMSC, the costs for such should be for the account of the budgetary entry ‘new development hospital’.

Apparently 160 million guilders has been included in the national budget 2013 for the construction of the new hospital. “According to reports, the Ministry of Finance explained that a large portion of this amount will be used to solve Sehos’ current financial problems. In consultation with the government and the hospital board of directors this amount could also be used to improve Sehos’ financial position; for an administrative integration of the necessary project organization by Sehos; for further design and specifications of the entire project, and to begin the first construction phase of the project.

The VMSC further argues for an independent authority that is to determine hospital rates based on preconceived standards, for a cost-effective operation of the hospital. The association also wants all parties involved to reach agreement on the concept of GMSB, considering these parties now have different opinions on the meaning of this concept. The VMSC suggests departing from the project proposal ‘Integration project medical specialists GMSB. These are only a few of the numerous areas for special attention and subjects connected with establishing a new hospital. The VMSC is prepared to consult further with the government and Sehos to contribute towards upholding and improving the quality of the public health on Curaçao.
