WILLEMSTAD – The General Audit Chamber of Curaçao has announced that it cannot complete its review of the 2023 national financial statements within the legally required timeframe. The delay stems from the government’s failure to provide the finalized version of the financial statements, including the annual report, despite repeated requests.
On July 21, 2025, the Audit Chamber received the auditor’s opinion and management letter from the Government Accountants Bureau (SOAB), along with an SOAB-certified version of the financial statements. However, this version did not match the draft submitted by the Minister of Finance in September 2024.
According to the 2010 National Ordinance on Public Finances, the Audit Chamber must review the version of the financial statements formally approved by the Council of Ministers. Since that version has not been delivered, the Chamber warns that Parliament cannot be informed of its findings on time. This raises further concerns about transparency in Curaçao’s public finances.
The issue is not new. In previous years, the Audit Chamber has repeatedly criticized the government for late or incomplete submissions, which have prevented Parliament from exercising its constitutional budgetary oversight effectively.
The Chamber’s warning comes as broader concerns grow over Curaçao’s fiscal management, with delays and irregularities in financial reporting undermining accountability.
