Audit Reveals Serious Mismanagement at Curaçao Ambulance Foundation

WILLEMSTAD – A second report by the government audit office Soab has uncovered serious shortcomings in the financial management of Fundashon Kuido di Ambulans Kòrsou (FKAK). According to the findings, the foundation lacked approved budgets, maintained error-prone bookkeeping, had incomplete personnel files, and faced major delays in billing.

Minister of Health, Environment and Nature Javier Silvania (MFK) confirmed the results on Friday, noting that Soab’s investigation also revealed that in 2023, more than 40 percent of FKAK’s revenue was tied to doubtful debtors.

To address the situation, the Supervisory Board has appointed a new interim director. His mandate includes bringing personnel records up to date, preparing the formal dissolution of FKAK, transferring staff to a new operational unit within the Ministry of Health, and handing over the ambulances to government ownership.

Soab will continue to oversee the restructuring process. “With these measures, we are taking important steps toward building a future-proof organization that can guarantee reliable and high-quality ambulance services,” Silvania stated.
