WILLEMSTAD - The Court of Justice has decided to extend the TBS (psychiatric treatment) order of Rolangelo E. (43) for another six months. The measure has been in place since his conviction for the 2017 murder of Raymond “Raymi” Casimiri, whom he deliberately set on fire inside a shop on Zuiderzeestraat in Suffisant.
The incident occurred when Casimiri was shopping at a local toko (mini-market). During checkout, an argument broke out between the two neighbors. In a sudden act of violence, Rolangelo E. poured a flammable liquid over Casimiri and set him on fire. Two children standing nearby also suffered burns, as did the attacker himself while fleeing the scene.
Casimiri was transported to Colombia for intensive medical treatment but later died from a bacterial infection caused by his severe burns.
Due to the perpetrator’s psychiatric condition, it was agreed at the time that he would undergo specialized treatment in the Netherlands, since Curaçao does not have its own TBS (terbeschikkingstelling) system for forensic psychiatric care. However, the Netherlands has still not provided a definitive solution for his long-term placement.
Recent reports by prison psychiatrist Dr. Heijtel and other experts indicate that Rolangelo E.’s treatment is progressing positively. He currently resides in the FOBA psychiatric unit of the SDKK prison, works four days a week, and is transported to and from work daily by his employer. A reintegration plan is being developed to eventually allow him to live independently under supervision by probation officers and social workers.
Although experts acknowledge steady improvement, they agree that continued monitoring is necessary. The court therefore decided to extend the TBS order by six months, after which his situation will again be reviewed to determine whether he can safely reintegrate into society.
