WILLEMSTAD - The Think 2 Do Institute (T2DI) today released its latest Fragile State Report, revealing concerning trends that highlight the ongoing challenges facing Curaçao. Despite efforts to promote stability and foster development, the findings indicate that far too many significant obstacles remain, impeding the path to sustainable national outcomes.
The report (a multi-dimensional assessment) which analyzes key indicators of state fragility, presents a sobering picture of the current socio-economic and political landscape. The multi-dimensionality of this report, which is based on the Fund for Peace Fragile States Index, aims to provide a holistic analysis of the state of the country. As a well-rounded view of a country's development, the report allows policymakers and other actors, to understand the interconnections between different sectors and challenges. Some of the key findings include:
Social cohesion issues reported in previous reports have not been addressed and continue to worsen. The overall status of cohesion in the community continues to deteriorate. Distrust amongst the factions of society is growing and the trust level amongst society is measured as one of the worst in the Caribbean. The gap between the various socio-economic groups is still widening. Evidence of corruption without consequences is threatening safety and security. Police and government officials continue to be accused and/or found guilty of crimes at a higher rate than in the past.
The economy is transforming into a mainly service oriented (mainly tourism based) one, with lower wages as a result. This brings with it a range of policy challenges, which need addressing upfront. The tourism-led growth model brings both opportunities and challenges. Authorities recognize that while rapid tourism growth can stimulate broad economic activity, it also brings risks of sectoral imbalances, increased informality, wage pressures, and the need for more equitable tax and social policies. Sustained, substantial economic expansion and a policy framework directed toward social progress are needed to address poverty.
The government’s ongoing commitment to the “landspakket” reform agenda, public investment, and social initiatives—such as pension increases and education infrastructure—reflects lessons learned about the importance of inclusive growth, resilience, and proactive policy adaptation. However, the pace of reform needs to increase drastically. Active labor market policies and targeted interventions can significantly reduce unemployment. Continuous monitoring and adaptation of labor policies are essential, especially to address youth unemployment and skills mismatches, and collaboration between education providers and employers is critical for aligning skills with market demand. Migration concerns continue.
Political instability and frequent government changes (up to early 2025) have hampered cohesive governance and undermined the legitimacy of leadership. Social challenges—such as persistent inequality, an aging population, and limited access to essential services—continue to erode public trust and deepen societal divides. In the realm of public order & safety, authorities point to “persistent significant capacity problems all through the law enforcement sector organizations, which are a major menace to safety and security, and the upholding of the rule of law.”
All concerns are eroding the public trust and further complicates efforts to establish a secure environment for all citizens.
The report emphasizes the importance of inclusive dialogue and strategic planning to foster resilience and build a more stable future for Curacao. It can serve as a foundation for ongoing discussions among stakeholders and can guide future policy initiatives aimed at achieving lasting progress.
