1,657 Students Take National Final Test as Curaçao Evaluates Transition to Secondary Education

WILLEMSTAD – The Ministry of Education, Science, Culture, and Sports (OWCS) announced that a total of 1,657 students from Group 8 participated in the Final Test for Primary Education (EFO) during the 2024-2025 academic year. 

The final outcome of the EFO is determined by a combination of the school’s recommendation—as documented in the Educational Report (OKR)—and the results of the EFO itself. 

Student Progression for 2024-2025 

According to the results: 

436 students will transition to HAVO (senior general secondary education), 

1,152 students will continue to VSBO (pre-vocational secondary education), 

53 students are moving on to AGO, a specialized learning track. 

An exception was made this year for students at Kolegio Erasmo Funderend Onderwijs. Due to special circumstances, these students had to discontinue the EFO midway. In their case, the school’s recommendation will serve as the final determination for their educational placement. 

Coordination and Educational Reforms 

The EFO process was coordinated by the Education and Science Implementation Agency (UOW), in close collaboration with school boards and the Center of Expertise for Exams and Testing (ETE). 

The Ministry is currently working to optimize the transition process from primary to secondary education. A major part of this initiative involves improving the Educational Report (OKR) to ensure teachers can provide well-founded school advice. This revision is being carried out in close cooperation with school boards. 

Legal Framework 

The evaluation and transition process takes into account current education laws. According to Article 4, Paragraph 1 of the National Decree on VWO, HAVO, and VSBO Schools (P.B. 1985, no. 155), admission to the first year of HAVO or VWO is based on the educational report, as outlined in Article 21 of the Primary Education National Ordinance (P.B. 2008, no. 84). 

In addition, school boards may conduct further assessments based on the student’s educational report and developmental outlook to determine eligibility for HAVO or VWO. Currently, the EFO test serves as this additional evaluation tool. 

The Ministry emphasizes its ongoing commitment to strengthening the educational transition system and supporting every student’s potential.
