An Invitation to Invest in Curaçao’s Energy Future: Aqualectra Launches Tradeable Bonds to Boost Development

 

WILLEMSTAD - Utility company Aqualectra proudly announced that on Thursday, October 2, 2025, it launched its first tradeable bond issue, opening new doors for both companies and citizens to actively invest in Curaçao’s energy future and the well-being of its community.

This historic initiative allows more organizations — both large and small — to contribute to Curaçao’s sustainable development, with investments starting from XCG 50,000, offering an interest rate between 5.00% and 5.20% and terms of 5.5 or 7 years.

A Historic Step for Local Public Companies

This marks the first time a local government-owned company with a solid financial rating, independently assessed by the prestigious Standard & Poor’s, has issued commercially tradeable bonds through the Dutch Caribbean Securities Exchange (DCSX).

This means that during the bond’s lifespan, investors can buy or sell bonds transparently via the local stock exchange. According to Aqualectra, this move enhances the company’s tradition of financial transparency and discipline by sharing it with a broader group of investors.

Not only corporations but also individual citizens with the minimum investment amount can participate. “This bond launch goes far beyond financing,” said Neysa IseniaAqualectra’s Chief Financial Officer. “It’s an invitation to join in building Curaçao’s energy future. Together with funding from our consortium, this bond will help us modernize and expand our infrastructure, integrate renewable energy sources, and continue improving utility services for future generations.”

Financial and Institutional Support

The lead arranger for the bond is Amicorp, whose CEO, Derk Scheltema, said the company is “extremely proud to play a key role in such a historic transaction.” Scheltema, along with René Römer, founder and Commercial Director of DCSX, noted that it took many years before local companies began using the exchange. They expressed pride that the only utility company in the Caribbean with an investment-grade financial rating is now issuing bonds that can be traded publicly.

The financial advisor, structurer, custodian, and co-arranger of the bond is Fortisa Capital B.V., led by Director Timba Engelhardt.

Government Support and Economic Impact

Minister of Traffic, Transport and Spatial Planning Charles Cooper attended the launch and stressed the importance of commercial financing in accelerating infrastructure investment. He thanked the institutions already financing Aqualectra and those investing through the new bond, emphasizing that such projects “improve the quality of life for the people of Curaçao.”

Over the past several years, Aqualectra has relied on strong support from a consortium of local and international banks, pension funds, and insurance companies, which continue to play a key role in the company’s ambitious development plans for Curaçao’s water and energy supply.

Quinten Fraai, CEO of Maduro & Curiel’s Bank, which serves as the administrative agent of the financing consortium, stated:

“Together, we aim to build the foundation for the next generation of energy and water infrastructure — one that is cleaner, smarter, and more reliable.”
