CINEX: Curaçao makes major leap toward a future-ready Digital Economy

WILLEMSTAD – As part of Curaçao’s strategy to develop technology and digital services as a fourth economic pillar, CINEX has supported key initiatives led by strategic partner Blue NAP Americas, which recently culminating in several major achievements. These include the launch of the Caribbean’s first AI IaaS platform and, this July at CANTO 2025, the announcement by Blue NAP Americas and its partners of Curaçao’s entry into Europe’s GAIA-X digital alliance, a trusted infrastructure valued at over EUR 100 billion. CINEX views these as transformational steps toward a future-ready economy, driving local job creation in the digital sector and empowering Curaçaoan innovators to scale globally.

This July at CANTO 2025, Curaçao has officially positioned itself as the first Caribbean jurisdiction to integrate into the GAIA-X digital ecosystem, marking a milestone in regional digital leadership. Tier‑IV data centre based in Curaçao, Blue NAP Americas, joined by Minister Cooper (VVRP), in partnership with the Cloud Carib, Caribbean Datacenter Association (CDA), GAIA-X, and supported by CINEX, officially announced its mission to integrate Curaçao and the Caribbean into GAIA-X trusted ecosystem. Under this agreement, the CDA - established in Curaçao - will become the GAIA-X Caribbean Hub, while Cloud Carib and Blue NAP will serve as the region’s first GAIA-X Clearing Houses. This development empowers Curaçao and the Caribbean to participate in global, secure, and sovereign data exchanges, enabling new business opportunities and fostering digital resilience.

Another recent major achievement by Blue NAP was the launch of the first-ever AI Infrastructure-as-a-Service (IaaS) platform in the Caribbean, supported by a $1.5 million investment. This platform—equipped with NVIDIA GPUs and container-as-a-service tools—offers scalable AI and cloud capabilities to sectors such as healthcare, education, and enterprise, benefiting over 70 million people across over 40 territories. It significantly reduces dependency on foreign infrastructure while enabling Curaçaoan startups, researchers and innovators to scale-up and shine.

These projects align with Curaçao’s national strategy to expanding its export potential of Curaçao’s technology and digital services. Through active partnerships and memorandums of understanding with institutions in Suriname and Guyana, Curaçaoan digital providers now have direct access to emerging markets in need of advanced cloud services. All initiatives were made possible through multi-stakeholder collaboration under the Digital Hub Americas (DHA) platform, co-founded by CINEX, as the chairman of the DHA, and the entities Blue NAP Americas, the Curaçao Chamber of Commerce, Institute for Professional Excellence (IPE), Regulatory Authority Curaçao (RAC), CIFC, and SIMIA.

The Curaçao Investment & Export Promotion Agency (CINEX) congratulates all involved partners—including Blue NAP Americas, Cloud Carib, Radian Arc, EMERGING INTERNATIONAL, CDA, and DHA members—for their visionary contributions. CINEX remains committed to ensuring these achievements translate into tangible benefits for the people of Curaçao, from high-skilled job creation to increased digital exports.

“CINEX exists to serve as a tool for the people of Curaçao, building bridges that connect our island’s potential to global opportunities,” said Miles Mercera, CEO of CINEX. “These achievements prove that when public and private sectors align under a shared vision, Curaçao can lead and not follow.”
