WILLEMSTAD, WASHINGTON – Curaçao has achieved a Tier 2 ranking in the 2025 Trafficking in Persons (TIP) Report of the U.S. State Department. This marks a major milestone in the island’s ongoing efforts to combat human trafficking and reflects the work of the Ministry of Justice and PATH (Prevention of Abuse and Trafficking in Humans).
The progress has been notable in a relatively short period: in 2022 Curaçao was ranked Tier 3, in 2024 it moved up to the Tier 2 Watchlist, and now in 2025 it has advanced to Tier 2.
This improvement is the result of continuous efforts against human trafficking. In recent years, the Curaçao government has expanded services for victims, ensuring timely protection, care, and access to essential resources. At the same time, social outreach campaigns have been launched to raise community awareness and strengthen collective responsibility in preventing exploitation. Curaçao has also increased the availability of shelters, giving victims access to safe and supportive environments.
The Ministry of Justice expressed its gratitude to the U.S. Consulate in Curaçao for its valuable collaboration and ongoing support in the fight against human trafficking. The partnership has played a key role not only in improving victim care but also in strengthening the legal framework.
As Curaçao continues on this path, the mission and vision of PATH remain central to the national strategy. PATH’s mission is to coordinate and initiate community action and social participation to eliminate trafficking, smuggling, and exploitation of people. Its vision is to create a just and equal Curaçao, where every individual can develop free from exploitation.
The Tier 2 designation reaffirms Curaçao’s determination to continue fighting human trafficking and serves as motivation for the island to strive toward achieving Tier 1 status.
