WILLEMSTAD – The Government of Curaçao met on Monday, August 11, 2025, with key partners to advance the implementation of the “cell broadcast” system — a technology designed to alert, warn, and inform the public in the event of dangerous situations such as crises or disasters, within a very short time frame.
The meeting followed a successful test carried out last March by the Crisis Team. Prime Minister Gilmar Pisas, who is also Minister of General Affairs, attended in his role as Commander-in-Chief — a role activated when a crisis is declared — and during the test, he personally activated the cell broadcast system.
Recognizing both the importance and benefits of having this technology available to alert and inform not only residents but also tourists in Curaçao, Minister of Economic Development Ruisandro Middelhof was present to receive updates on the ongoing implementation process. Minister Charles Cooper of VVRP also attended in his capacity as the minister responsible for telecommunications.
The Government of Curaçao and the Crisis Team, together with departments including the Curaçao Police Corps (KPC), the Ministry of Justice (WJZ), the Rescue and Coordination Center (RAC), the Fire Department, the Meteorological Department (Meteo), and the Department of Risk Reduction (DRR), analyzed the benefits of cell broadcast for their operational processes, beyond crisis situations.
The government intends to move forward with various steps, including adapting legislation, determining the structure for incorporating the system into the Central Dispatch Center, and establishing agreements and regulations for its use by the relevant partners.
Gradually but steadily, the Government of Curaçao is moving toward the full implementation of cell broadcast on the island, aiming to optimize community safety and strengthen the country’s capacity to respond quickly and effectively in emergencies.
