New Travel Rules for Minors from Curaçao Take Effect July 1, 2025

WILLEMSTAD – Starting July 1, 2025, new rules will go into effect for traveling with minors to and from Curaçao. The government has introduced these changes to enhance the safety of minors and to streamline border control procedures. 

The required documents for travel depend on the family situation of the minor. In most cases, the following documents will be needed: 

An extended birth certificate (specifically for minor travel); 

A signed parental consent form; 

A recent extract from the authority register or a court order; 

Copies of the ID cards of the parent(s) or legal guardian; 

A death certificate, if applicable. 

A key change is that minors may now travel with only a signed consent form, provided both parents are in communication and can sign. A court order or extract from the authority register is only required when the parents are not in contact or unable to co-sign the form. 

Additional guidelines have also been included following public feedback. These cover what to do if: 

The child is not enrolled in school; 

A parent has passed away; 

There is an ongoing custody dispute, and one parent does not agree with the travel plans. 

If a minor is traveling with a third party (for example, for a school or sports-related activity), a written permit is required, signed by both parents or the legal guardian. For this type of travel, the permit must be requested only once per calendar year from the school or Immigration and Border Control (UVTG). 

Administrative Fees 

An extract from the authority register: 50 Caribbean guilders, request via gezagregister@caribjustitia.org 

A Kranshi extract: 10 Caribbean guilders, request via appointment at loketdigital.gobiernu.cw 

If the travel takes place outside of official school vacation periods, a school permit is also required. In special cases, a waiver or decision from the Department of Compulsory Education must be submitted. 

If one parent with legal authority does not give consent or is unreachable, the other parent may request a replacement travel permit via the court. The court’s decision is valid both at the border and for passport applications.
