WILLEMSTAD – In recent years, Curaçao has seen significant growth in tourism, leading to a surge in requests for stand permits at public beaches from individuals seeking to engage in commercial activities such as selling food and beverages or renting out water sports items like chairs, umbrellas, and snorkeling gear.
Currently, the Ministry of Economic Development (MEO) does not have a specific regulatory framework for managing stand permits at public beaches, unlike the established guidelines for stands in the city center and surrounding areas. As a result, applications for beach stand permits are currently evaluated using the regulations for stands outside the city center—rules that do not fully apply to the beach context.
Recognizing the need for a tailored approach, and following consultations with the Council of Ministers, the Minister of Economic Development has announced a six-month moratorium on new stand permits for public beaches. This pause, effective from July 4, 2025, will allow MEO—together with the Ministry of Public Health, Environment and Nature (GMN), the Ministry of Traffic, Transportation and Urban Planning (VVRP), and other relevant stakeholders—to assess the current situation and develop a dedicated regulatory framework for commercial activities at public beaches.
Vending Also Under Review
Although existing regulations already prohibit vending (walking or driving around to sell goods or services) on public beaches, MEO has also observed an increase in applications for vending permits near beaches. Therefore, the moratorium also applies to all vending permit requests adjacent to public beaches, as this area too requires clearer regulation.
Toward a Sustainable Framework
The moratorium is intended to create space for the development of a clear and specific policy that addresses:
Where and what kind of stands or vending may be allowed at public beaches,
Environmental sustainability,
Tourist experience, and
Protection of local interests.
The Ministry of Economic Development is asking for the public’s understanding and cooperation during this transitional phase, as efforts are made to establish a balanced and sustainable management system for Curaçao’s public beaches.
