VIGOR welcomes receiving the government agreement draft as a crucial step to fully operate in Curaçao

VIGOR expresses its sincere appreciation and gratitude to Prime Minister Pisas for the ongoing support and trust placed in both the company and the long-term development project for Curaçao.  

Following the draft agreement presented by the Government yesterday, VIGOR welcomes the opportunity to enter into negotiations to finalize the terms of its operations on the island.  

WILLEMSTAD - VIGOR expresses its sincere appreciation and gratitude to Prime Minister Gilmar Pisas and the Government of Curaçao for their continued support and trust in both the company and the long-term development project aimed at revitalizing the island’s energy and logistics infrastructure. 

Receiving the agreement is an important milestone in advancing the partnership between the Government, VIGOR, and 2BAYS. It builds on the landmark agreement signed in July 2024, under which VIGOR entered into a 30-year lease to operate both the Bullenbaai terminal and Emmastad facility.  

As Prime Minister Pisas noted, the collaboration over recent months between the Government, VIGOR, and 2BAYS reflects a shared vision focused on sustainable industrial development, job creation, and economic revitalization in a sector that is vital to Curaçao’s future.  

VIGOR officially took over operations at the Bullenbaai terminal in December 2024, and in June 2025, welcomed its first vessel, marking a major step forward in reactivating the facility. The company is actively optimizing terminal operations for storage and blending activities, with further arrivals expected in the coming weeks. In parallel, detailed joint technical, economic, and environmental assessments are ongoing at both Bullenbaai and Emmastad, forming the foundation for the project's long-term development strategy.  

Receiving this draft agreement enables the company to start negotiating the final terms of the transfer and operational framework. As investors, it represents a solid foundation to fully operate on the island. 

VIGOR will initiate a phased reactivation of Emmastad which is expected to span approximately three years, culminating in a targeted full handover by December 2027. As part of key needs to commence the business plan, a joint assessment with 2BAYS will commence, including a comprehensive Environmental Baseline Assessment, technical, engineering and economic related studies. These evaluations are conditional prior to implementing the Emmastad’s development plan.  

Looking ahead, VIGOR remains fully committed to a transparent, responsible, and sustainable development process that serves the long-term interests of Curaçao. The company is dedicated to building the island’s capacity as a regional hub for energy and logistics in the Caribbean, while supporting local employment, skills development, and economic resilience.
