To address the potential shortage and ensure the continuity of the notary profession in Curaçao, the following steps are recommended:  

1. Forward-Looking Demand and Supply Planning

Develop a dynamic planning model that integrates: 

The retirement timeline of current notaries. 

The training duration for new notaries. 

Economic and demographic trends influencing the demand for notarial services. 

Update this model annually to reflect changes in circumstances and ensure accurate forecasting.  

2. Encouraging New Entrants 

Student Incentives: 

Offer scholarships and grants for law students interested in specializing in notarial law. 

Establish a mentorship program where experienced notaries guide young professionals. 

Regional Collaboration: 

Partner with universities in the Netherlands and the Caribbean region to encourage Curaçaoan students to pursue notarial careers and return home post-graduation.  

3. Increasing the Number of Candidate Notaries 

Targeted Training: 

Ensure an annual intake of at least 3-4 candidate notaries to meet the projected demand. 

Attractive Working Conditions: 

Improve employment terms, including competitive salaries, flexible working hours, and other benefits, to make the profession more appealing.  

4. Driving Innovation and Efficiency 

Digitalization: 

Implement digital systems to streamline administrative tasks and reduce the workload of notaries. 

Use AI and blockchain to automate repetitive tasks and enhance security and efficiency. 

Hybrid Models: 

Introduce part-time or temporary notaries (e.g., from the Netherlands) to manage demand fluctuations.

Conduct annual assessments of the number of active and candidate notaries. 

Regularly evaluate training programs and adjust them to align with demand projections.  

Anticipating Shortages: Innovative Solutions for the Future of the Notary Profession  

Curaçao is projected to face a shortfall of 5 notaries within the next 23 years if proactive measures are not taken. By encouraging new entrants into the profession, improving working conditions, and leveraging data-driven planning, this shortage can be effectively mitigated.  

A dynamic planning model, coupled with increased innovation and targeted training efforts, is essential to ensuring the sustainability and quality of the notarial profession in Curaçao. With the right strategies, the notary profession can transition from merely filling vacancies to fostering leadership for the future.

Upon reviewing the available information, it appears that the number of notaries in Curaçao has been subject to change over recent years: 

Historically, the island had 9 notaries, with plans to appoint a 10th, as reported in 2018. 

More recently, in 2023, Members of Parliament advocated for increasing the number of notary offices from 10 to 15 to meet growing demand.  

Given these developments, it’s reasonable to conclude that the current number of notaries in Curaçao is at least 10, with potential plans to expand this number further.
