Realizing modernization has been a relentless pursuit of the Chinese people since modern times, and that it is also a common aspiration of the whole world. Through more than 100 years of painstaking efforts, the Communist Party of China (CPC) has led the entire Chinese nation in successfully finding a development path in line with Chinese national conditions. We are now building a strong country and advancing national rejuvenation on all fronts through Chinese modernization. It is based on China's national reality, and draws on other countries' experience. Chinese modernization is the modernization of a huge population, of common prosperity for all, of material and cultural-ethical advancement, of harmony between humanity and nature, and of peaceful development.
Chinese modernization is an important theoretical innovation of the 20th National Congress of the CPC. It holds the key to the success of the Chinese path and reflects the broad common interests of all humanity. As such, it has received strong interest from the international community. Modernization of China means modernization for more people than the combined population of all developed countries in the world today. This is an unprecedented cause with global significance.
Modernization of a huge population will be a stronger boost for global economic recovery. China is an important engine of global development. Over the years, its contribution to world economic growth has stayed at around 30 percent. Over the past 40-plus years since the launch of reform and opening-up, the Chinese government has lifted over 800 million people out of poverty, and enlarged the middle-income group to over 400 million people. Today, China is the main trading partner of over 140 countries and regions, making USD 320 million direct investment around the world each day and attracting over 3,000 foreign businesses every month. Over the past decade, China has contributed more to global growth than all the G7 countries combined. The research of the IMF shows that faster growth in China has positive spillovers on the rest of the world. A one percentage point increase in China would, on average, increase the level of output in other economies by 0.3 percent. With over 1.4 billion people on course toward modernization, a number larger than the combined population of all developed countries, China will give a much stronger impetus to the global economy.
Modernization of common prosperity for all will open up a broader path to the common development of all countries. Modernization is not a luxury for the privileged few. It is the common pursuit of all people around the world. As the biggest developing country, China always keeps in mind the greater good of the whole world. The Chinese path to modernization pursues its own development, as well as brings great opportunities for global development. The Belt and Road Initiative (BRI) and the Global Development Initiative (GDI) are public goods that China offers to the international community. They are also open platforms for pursuing common development and prosperity. Ten years on since the start of the BRI, over 3,000 cooperation projects have been launched, involving close to USD 1 trillion of investment. The GDI is also widely welcomed by the international community. With the support of over 100 countries and many international organizations, and with over 70 countries in the Group of Friends of the GDI, the Initiative is giving a strong boost to the early attainment of the UN Sustainable Development Goals for 2030. Chinese modernization has helped inspire confidence in many countries in their pursuit of modernization.
Modernization of material and cultural-ethical advancement will open up bright prospects for human progress. As President Xi Jinping underscored, the ultimate goal of modernization is the free and well-rounded development of people, which means not only material abundance but also cultural-ethical enrichment. In the era of economic globalization, China has actively opened up to the rest of the world. It continues to expand outbound investment, and introduce high-quality goods in innovative ways such as hosting the China International Import Expo, so as to share development opportunities and promote the progress of humanity’s material advancement with the rest of the world. Recently, President Xi Jinping has put forward the Global Civilization Initiative, which calls for respecting the diversity of civilizations and addressing global challenges through exchanges, mutual learning and coexistence, reflecting the cultural aspect of Chinese modernization, and providing important international public goods that help promote humanity’s cultural-ethical advancement. It is believed that with the contribution made by Chinese modernization, the skyscrapers of humanity’s development achievement and the myriad stars of humanity’s cultural advancement are bound to reinforce one another and progress in parallel.
Modernization of harmony between humanity and nature will provide a more viable pathway to a clean and beautiful world. Convinced that lucid waters and lush mountains are invaluable assets, China has made great efforts to advance ecological conservation. China readily takes on its responsibility of protecting the environment and tackling climate change, and leads the world on many counts: in terms of afforested area, which accounts for a quarter of the world's total; in the development and utilization of renewable energy, with over one-third of the world's installed capacity of wind and solar power; and in the output and sales of new energy vehicles, with half of the world's new energy vehicles running on Chinese roads. China has made the solemn pledge of achieving carbon peak and carbon neutrality to the world, and committed itself to moving from carbon peak to neutrality in just 30 years. That is at least 10-plus years less than the United States and 40-plus years less than the European Union. China has taken the initiative to issue the National Plan on Implementation of the 2030 Agenda for Sustainable Development, and set up the Kunming Biodiversity Fund, and made active efforts to push for the signing, coming into effect and implementation of the Paris Agreement. Dr. Bruno Oberle, Director General of the International Union for Conservation of Nature, lauded China for sharing the concept of ecological civilization, which is yet another contribution that China has made to the world.
Modernization of peaceful development will bring more certainty to world peace and stability. Dominance and hegemony is not the aim of China's development. The notion that strength will lead to hegemony is incompatible with Chinese culture. Until today, China is the only country in the world that has put in its Constitution the commitment to a path of peaceful development. China is the top contributor of peacekeeping personnel among the permanent members of the UN Security Council, and the only country among the five Nuclear-Weapon States that has made the promise of no-first-use of nuclear weapons. The Global Security Initiative (GSI) put forward by President Xi Jinping has pointed out the right direction of pursuing common and universal security. We advocate peaceful resolution of international disputes through consultation and dialogue. Facilitated by China, Saudi Arabia and Iran resumed diplomatic relations. This has inspired and encouraged more countries to shake hands and embrace peace. In the face of the protracted Ukraine crisis and Palestinian-Israeli Conflict, China does not inflame or take advantage of the situation. Rather, China has taken an impartial stance and pushed for peace talks in order to reduce the pressure and lower the temperature around the crisis. The Chinese path to modernization via peaceful development will bring new hope to people of all countries who yearn for peace and development, and contribute even more to world peace and tranquility.
China will better develop itself and benefit the world as it continues to broaden the new path of Chinese modernization. We welcome countries in the world to continue following, supporting and participating in Chinese modernization. We are ready to work together with all parties to promote diverse ways of modernization and create an even brighter future for our planet.
