WILLEMSTAD – Travelers flying with KLM Royal Dutch Airlines may soon face stricter carry-on luggage rules and additional fees, as the airline tests a new fare model. However, for now, these changes do not apply to flights between Amsterdam and Curaçao.
As of July 1, 2025, KLM has introduced a "Standard Basic" fare on selected routes, which allows only a small backpack with maximum dimensions of 40 x 30 x 15 centimeters. Passengers who wish to bring a trolley or small rolling suitcase must pay an additional fee, the exact amount of which has not yet been disclosed.
On the Amsterdam–Curaçao route, the existing baggage policy remains unchanged for the time being. Passengers are still allowed to bring a small personal item and one piece of carry-on luggage (up to 12 kg total) at no extra charge. It is unclear whether KLM will eventually expand the new luggage rules to Curaçao-bound flights.
Consumer Group Slams Policy
The Dutch Consumers' Association (Consumentenbond) has sharply criticized KLM’s new policy, calling it “a blatant money-making tactic.” The organization argues that the move contradicts a 2014 ruling by the European Court of Justice, which states that airline tickets must include a reasonable amount of hand luggage. They also noted that the policy may create confusion for consumers, especially when rules differ by route and fare class.
Price Comparison: KLM vs. Other Airlines
Currently, KLM travelers to Curaçao may bring 12 kilograms of carry-on luggage (a small bag and a trolley), while a checked bag of 23 kg costs €70 one-way or €140 round trip.
Other airlines already impose limits:
TUI allows 10 kg of hand luggage across two items and charges €66 round trip for a 20 kg checked bag.
Corendon permits one piece of hand luggage up to 8 kg, with a checked baggage fee of €70 round trip.
Trend Toward Extra Charges
Although the new KLM rules do not currently affect flights to Curaçao, the airline’s move reflects a broader industry trend toward unbundling services and charging separately for luggage. Travelers are strongly advised to carefully review baggage policies before booking their tickets to avoid surprises at the airport.
